In the 1980’s, environmental concerns and the political realities of expanding or siting new landfills caused local officials to look at new approaches for waste handling. Waste-to-Energy was selected as the alternative with the greatest potential for successful development in the County.
In August 1985, through a nationally advertised competitive procurement, Covanta Energy, Inc. (formerly known as Ogden Martin Systems, Inc.) of Fairfield, New Jersey, was selected as the contractor to build an 800-ton per day solid waste disposal, resource recovery and electric generating facility on a site adjacent to the Fink Road Landfill. The facility was developed by Ogden Martin pursuant to a Service Agreement with the City of Modesto and the County of Stanislaus.
